IDA REFORM

A.08703 - Relates to the function of industrial development agencies; relates to the application and community impact report, financial assistance agreements, wages and standards, displaced worker protection, complaints and appeals, and reports by recipients; makes certain provisions of law permanent.
S.00673 - Provides for greater accountability of industrial development agencies which conduct activities related to health care by making them subject to the public authorities control board, requiring submission to audits by the state comptroller and providing such audits to the governor and legislative leaders.
S.02406 - Creates the public authority inspector general to investigate public authorities, including industrial development agencies and provides for greater accountability of industrial development agencies, including oversight by the public authorities control board; provides for preservation of public open space by industrial development agencies, greater legal compliance by IDA financial assistance recipients, and health care coverage for certain workers on IDA projects or facilities; subjects empire zone certified businesses to prevailing wage and health care coverage requirements.
S.02413 - Provides a number of administrative changes to the record keeping, application procedure, powers and duties of industrial development agencies, including the nature of approved projects.

Urge the Governor and the State Legislature to support IDA reform today!
Tell them, “IDAs are the main source of economic development subsidies at the local and county level. In return for a commitment to create jobs, they give businesses property and sales tax breaks. However when abused, IDAs waste taxpayer dollars and don’t provide a good return on our public investment. Let's reform the broken IDA system this year!"
